The GLP-1 Manufacturing Opportunity: Why MENA Is Preparing for the Next Pharmaceutical Boom

Few pharmaceutical trends have attracted as much attention in recent years as GLP-1 therapies. Originally developed to treat diabetes, medicines based on GLP-1 pathways have rapidly transformed the treatment of obesity and created enormous global demand.
Now, the impact of the GLP-1 boom is beginning to reach the Middle East, where pharmaceutical companies and governments are looking at how the region can strengthen access to these therapies while developing local manufacturing capabilities.
Saudi Arabia is particularly well positioned to become an important market. The country is investing heavily in pharmaceutical localization and is increasingly interested in moving beyond conventional generic production toward higher-value medicines and biopharmaceuticals.
One example is Tabuk Pharmaceuticals' partnership with Biocon to commercialise GLP-1 products for diabetes and weight management across the Middle East. The partnership demonstrates how regional pharmaceutical companies are positioning themselves to participate in the rapidly expanding GLP-1 market.
The UAE is also becoming an important part of the story. Globalpharma, a Dubai Investments company, has been preparing to manufacture generic versions of high-demand GLP-1 medicines, including products based on semaglutide and tirzepatide. This reflects a broader ambition to develop higher-value pharmaceutical manufacturing within the UAE.
The opportunity is not limited to manufacturing alone. The growth of GLP-1 therapies is creating demand across the pharmaceutical value chain, from active pharmaceutical ingredients and drug-product manufacturing to cold-chain logistics, quality systems, regulatory expertise and supply-chain infrastructure.
The UAE's growing role as a regional pharmaceutical distribution centre could also prove strategically important. Novo Nordisk announced in May 2026 that it would establish a regional distribution centre in the UAE, one of only a small number of such facilities globally, to support markets spanning the Gulf, Africa and Central Asia.
For MENA, the GLP-1 opportunity therefore represents more than access to a new class of medicines. It is a test of whether the region can capture more of the value created by one of the pharmaceutical industry's fastest-growing markets.
That will require investment in advanced manufacturing, regulatory readiness, technology transfer and highly skilled talent. It will also require manufacturers to build facilities capable of meeting stringent international quality standards while maintaining the flexibility needed to respond to rapidly changing demand.
The region's growing pharmaceutical ambitions, combined with the extraordinary demand for obesity and diabetes treatments, create a unique opportunity. If MENA can translate this momentum into local production and advanced manufacturing capabilities, GLP-1s could become another catalyst for the region's transformation from a predominantly pharmaceutical market into a significant manufacturing and innovation hub.
